Fairview School Board Briefs For January 29, 2007

BOARD BRIEFS

 

The Fairview Board of School Directors held a special public board meeting on January 29, 2007, and took action on the following matters:

 

  • Accepted the minutes of the Board meetings held on December 18, 2006, and January 8, 2007.
  • Approved Budgetary Transfers for 2006/07.
  • Approved Bills Payable through January 26, 2007.
  • Approved the Treasurer’s Report for December 2006 as well as the Capital Reserve Report, the Cafeteria Report, District Retirement Benefit Account, and the high school and middle school activity accounts.
  • Approved the I. U. #5 Wide Area Network (WAN) for a five-year term beginning July 1, 2007, and continuing through June 30, 2012, at a base monthly cost not to exceed $2,790 (before E-Rate).  The monthly charge from the Intermediate Unit will begin when the WAN service is operational.
  • Approved the 2007/08 School Calendar.
  • Approved the Fairview School District contribution to the I. U. #5 2007/08 Instruction Media Center Budget in the amount of $28,493.36, and $7,598.96 for Educational Services, and the I. U. #5 2007/08 General Operating Budget of $435,323.
  • Approved the Erie County Technical School Budget for the 2007/08 school year with a cost to the Fairview School District of $183,042.
  • Approved the Act 1 Tax Study Commission recommendation with the adjustment to the additional and total Earned Income Tax (EIT) rates needed to factor in a collection rate of 78%. 

--The Fairview School Board should maintain the EIT and not convert to a Personal Income Tax (PIT);

--The EIT rate should be increased to a total of 1.6%, an additional EIT rate of .6% so as to provide the minimum property tax reduction as required by Act 1.

  • Approved the Act 1 Authorization Notice of Intent to Adopt a Resolution authorizing the May 15, 2007 ballot question as follows:

Resolution Authorizing Notice of Intent to Adopt Resolution Authorizing the May 15, 2007, Ballot Question, Notice of Intent to Adopt Resolution Authorizing the Assessing and Levying of the Act 1 Income Tax if approved by voters and notice of public hearing.

RESOLVED, by the Board of School Directors of the Fairview School District , as follows:

The Secretary is authorized and directed to advertise Notice of Intent to adopt a Resolution Authorizing the May 15, 2007 Referendum Question and the Levying and Assessing of the Act 1 [Earned Income & Net Profits/Personal Income] tax in substantially the form attached hereto. The Notice shall be advertised in a newspaper of general circulation and in the Erie County Legal Journal, shall be posted conspicuously at the School District offices, and also posted on the Fairview School District website.

 

The School District shall make the Resolution Authorizing the May 15, 2007 Referendum Question and the Act 1 [Earned Income & Net Profits/Personal Income] Resolution available for public inspection by any resident at the School District administrative offices subsequent to there approval by the Board of Directors.

 

The School Board will hold a public hearing concerning the Resolution Authorizing the May 15, 2007 Referendum Question. The hearing will be held in the multi-purpose room of the Fairview Middle School , located at 4967 Avonia Road , Fairview , PA 16415 at 7 p.m. on February 26, 2007.

  • Approved a Facility Use Request from the United Steel Workers to use the Fairview Middle School Auditorium on February 18 and/or February 25, 2007, for contract meeting(s).
  • Approved the purchase of a Fisher Poly Caster salt spreader from Forest Park Garage at a cost of $3,495 to be paid from the Capital Reserve Fund.
  • Approved the list of personnel matters as well as the substitute lists, student teacher placements, and ECA performance bonuses for fall 2006.
