Fairview School Board Briefs For February 26, 2007

BOARD BRIEFS

 

The Fairview Board of School Directors held a public Board meeting on February 26 2007, and took action on the following matters:

 

  • Accepted the minutes of the Board meeting held on January 29, 2007.
  • Approved Budgetary Transfers for 2006/07.
  • Approved Bills Payable through February 23, 2007.
  • Approved the Treasurer’s Report for January 2007 as well as the Capital Reserve Report, the Cafeteria Report, District Retirement Benefit Account, and the high school and middle school activity accounts.
  • Approved the Fairview High School proposed math curriculum changes.
  • Acknowledged a first reading of the Student Registration form and policy changes.
  • Approved the resolution authorizing the May 15, 2007, primary ballot question as follows:

Background: Act 1 mandates a referendum on whether the school district shall increase or impose an income tax for the purpose of generating revenues to be used to fund homestead/farmstead property tax exclusions for qualified homestead/farmstead property. The purpose of this resolution is to approve the referendum question and related steps.

RESOLVED, by the Board of School Directors of Fairview School District, as follows:

                                    1.   The school district shall place a referendum question on the May 15, 2007, primary election ballot. The referendum question shall be in substantially the following form, with additions or changes (other than the tax rate) as determined by the School Board President and election officials prior to the election:

Do you favor your school district imposing an additional .8% earned income tax? The revenue generated from the tax will be used to reduce taxes on qualified owner occupied residential properties and on qualified farm buildings by approximately $558.51. The current school district earned income and net profits tax rate is .6%, and the current combined municipal/school district rate is 1%.

2.   The school district administration, in consultation with the School Board, shall prepare and present to election officials a non-legal interpretative statement that shall accompany the referendum question in accordance with the Pennsylvania Election Code.

3.   School district officials shall take any and all action necessary or appropriate to carry out the intent of this resolution.

4.   Should a majority of electors voting on the May 15, 2007 referendum question vote in the affirmative, the school district shall take action to assess and levy the tax beginning on July 1, 2007. This tax shall be self-executing and shall continue in force on a fiscal year basis without annual reenactment except in a year in which the rate of the tax is changed or the tax is repealed.

 

  • Approved facility use requests as follows:

a.         West Erie County Kiwanis Club – April 21, 2007, from 6 a.m. – 5 p.m. - stadium, field house, press box, and bleachers for the Annual Fairview Invitational Track Meet - rental fees to be waived – custodial and maintenance fees to be equally shared

b.         Cub Scout Pack 173 – March 9, 2007, from 5-9 p.m. – FHS – for the Pinewood Derby Race - rental fees to be waived - pending receipt of insurance certificate

                                    c.         Erie Youth Soccer Association – May 1-July 31, 2007 – Weeknights from 5:30-9:30 p.m. and Saturdays from 9:30 a.m. – 6 p.m. - FMS soccer fields – for recreational soccer program - rental fees to be  waived - pending receipt of current insurance certificate – district is not responsible for field preparation

                        d.         Lake Erie Soccer Club – Sundays in April, May, and first weekend in June – FMS soccer fields for PA West League home games – pending receipt of insurance certificate

e.         Fairview Parks and Recreation Authority Spring 2007 schedule.

  • Approved awarding of bids for fall athletic supplies for 2007/08.
  • Approved that the solicitor draw up a lease agreement between the Fairview School District and the Fairview School Foundation for the purpose of setting aside land for the construction of a concession stand at Keck Field.
  • Approved the list of personnel matters as well as the substitute lists.
