Fairview School Board Briefs For June 23, 2003

The Fairview Board of School Directors held its regular public meeting on

June 23, 2003, and took action on the following matters:

 

·                    Accepted the minutes of the public board meeting held on May 19, 2003

·                    and the special board meeting on June  9, 2003

 

·                    Bills payable and payroll for June, 2003, were approved

 

·                    Approved the Treasurer’s Report for May, 2003

 

·                    Approved that the board agree to provide for the defense of Larry Kessler and Sam Signorino, through its insurer, in the legal action filed by Paul Bieniek in federal court at Civil Docket No. 03-196 Erie, at the sole expense of the District and its insurer, and further, to indemnify Larry Kessler and Sam Signorino of and from  any judgment, award, or settlement rendered against them in the lawsuit

 

·                    Approved Policy 121 regarding extended field trips

 

·                    Approved the renewal of the I.U. #5 Emergency Substitute Teacher Consortium contract for 2003/2004 at a cost of $1,000

 

·                    Approved the continuation of the high school industrial arts program at the high school shop area at a start-up cost of approximately $2,000 for the 2003/2004 school year

                   

·                    Policy 621 – Budgetary Reserve – was presented for the first reading as revised.  It will be posted in all buildings.

 

·                    Approved the 2003/2004 school lunch prices, which are the same as last year as follows:

 

·                    Fairview Elementary School:

 

·                    Regular Lunch $1.70; Regular Weekly Ticket $8; Regular Monthly Ticket $31 and Reduced Lunch $ .40

 

·                    Fairview Middle School and Fairview High School:

 

·                    Regular Lunch $1.85; Regular Weekly Ticket $8.75; Regular Monthly Ticket $34 and Reduced Lunch $ .40

 

·                    Miscellaneous Prices:

 

·                    Milk $ .30; Weekly Milk Ticket $1.20 and Adult Lunch $2.50

 

·                    Approved the non-resident tuition rates for 2003/2004 as follows:

Kindergarten $2,800; Grades 1-8 - $5,600; and Grades 9-12 - $4,000

 

 

 

·                    Approved the firm of Berkheimer & Associates as tax collector for the earned income tax  for the fiscal year of 2003/2004

 

·                    Approved the firm of Gorzynski, Felix, & Gloeckler, P.C. as the local auditors for the board for the fiscal year of 2003/2004 at an annual fee not to exceed $13,300, plus an amount not to exceed $1,500 for the implementation of the new accounting standard, GASB 34, plus $1,300, if needed, to complete the Single Audit

 

·                    BE IT RESOLVED:  That a General Fund Budget for the 2003/2004 fiscal year in the amount of $16,058,000 be adopted.  Said budget will be financed in part by a Real Estate Tax of $14.57 mills ($1.46 per $100) of assessed value of real property levied under authority of the Public School Code of 1949, as revised, an Occupational Privilege Tax of $10 per person and 1% Income Tax levied under the School Code of Pennsylvania, as amended, and a 1% Realty Transfer Tax levied under the second class township Municipality Code as amended.  The Occupational Privilege Tax is authorized under Act 511.

 

·                    Approved the facility requests from I.U. #5, FLAG Little League, and , pending the receipt of their insurance certificate, the Class of 1983 with rental and custodial fees waived

 

·                    Approved for a change order to Tom Baumann & Sons Carpetworld to replace the carpet in the elementary school library for $6,460 based on the quotation signed by both parties

 

·                    Awarded the contract for the Storm Water Management Project to Chivers Construction Co. for $18,800 with the District responsible for 64.44%, or $12,115 to be paid from the Capital Projects Fund, the Township to be responsible for 28.89%, or $5,431, and the Water & Sewer Authority responsible for 6.67%, or $1,254

 

·                    Approved permission to the Marching Band Boosters to solicit advertisements for the Marching Band trailer with all ads subject to review and pre-approval by the high school principal

 

·                    Approved the following items for equipment for the middle school totaling $26,959.19:

 

·                    17 -32” televisions from Visual Sound at a cost of $10.567.20 ($621.60 each) based on state bid

 

·                    2 leather sofas from Arthur F. Schultz Co. at a cost of $1,578 ($789 each) based on the quotation

 

·                    3 projectors from Custom Fit, Inc. at a cost of $8,901 ($2,967 each) based on bids received 6/17/03

 

·                    100 student chairs, Clarin model #8410, from PEM Co., at a cost of $3,750 ($37.50 each) based on the middle school furniture bid received 2/20/03

 

·                    5 storage carts for chairs, Clarin model #D841, from PEM Co., at a cost of $675 ($135 each) based on the middle school furniture bid received on 2/20/03

 

·                    1 classroom stereo, Panasonic model #SCAK 510, at a cost of $199.99 from Best Buy based on quotation

 

·                    1 conductor’s chair, Wenger model #157CO77, from Wenger at a cost of $525.50 based on quotation

 

·                    1 stereo cabinet, Wenger model #165G001, from Wenger at a cost of $762.50 based on quotation

 

·                    Awarded the contracts for the high school furniture and marker boards to Kurtz Brothers for items 1 through 5 in the amount of $18,249.25, to A. J. Grack for item 6 in the amount of $2,639.42, and to Keystone Concepts for items 7 through 10 in the amount of $24,453.50 per the attachment (in the Central Office) for a grand total of $45,342.17

 

·                    Awarded the bids for those high bidders on the used items at the district’s recent “garage sale”

 

·                    Plancon H documents have been received from the Pennsylvania Department of Education and are added to the minutes book

 

·                    Approved the ECA handbooks for 2003/2004

 

·                    Approved the administrators’ and confidential secretaries’ salaries for 2003/2004
